At 9:00 a.m. on February 9, 2026, the Sixth Session of the Sixth Huiyang District Committee of the Chinese People’s Political Consultative Conference officially opened, marking the beginning of Huiyang District’s annual “Two Sessions.” CPPCC members gathered to discuss the district’s development priorities and contribute ideas for a new chapter of high-quality growth.
Wang Guo, Founder and Chairwoman of Huizhou Juhui Environmental Materials Co., Ltd., attended the session in her capacity as a member of the Huiyang District CPPCC. Following the meeting, she was jointly interviewed by several leading media organizations, including Yangcheng Evening News, the Huiyang District Converged Media Center, Huizhou Radio and Television, and Huizhou Daily Video.

“Being an enterprise founder enables me to remain closely involved in frontline industrial operations and gain a genuine understanding of market conditions, as well as the challenges and difficulties businesses face. Serving as a CPPCC member gives me a valuable platform to communicate these frontline perspectives and offer proposals for industrial development,” she said.

Three Years of Rapid Growth, Nurtured by a Supportive Business Environment
Since its establishment in the Huiyang New Materials Industrial Park in 2022, Huizhou Juhui Environmental Materials Co., Ltd. has achieved rapid development described as “one year for construction, one year to begin production, and one year to achieve profitability.” Its growth has become an example of the rapid development of privately owned enterprises in Huiyang.
Reflecting on this progress, Ms. Wang emphasized that the company’s rapid growth would not have been possible without Huiyang’s strong environment for innovation and entrepreneurship, as well as its efficient and supportive business climate.
“Huiyang’s business environment has genuinely helped enterprises avoid many unnecessary difficulties. The support provided by government departments at all levels has been both thoughtful and practical,” Ms. Wang said.
She recalled the comprehensive support the company received, ranging from one-stop services during project approval to efficient assistance with land-use arrangements and the implementation of supportive policies. The industrial park’s forward-looking planning also provided a strong foundation for the company’s development. Every stage of the process reflected Huiyang’s commitment to supporting the growth of privately owned enterprises.
During the early stages of the project, when the company encountered questions concerning administrative procedures, the relevant government departments proactively visited the company, coordinated with its team, and provided solutions on site without delaying the construction schedule.
“It was precisely this kind of thoughtful service that allowed us to concentrate fully on production and development. It also gave me a genuine sense that Huiyang is a place where privately owned enterprises can establish themselves and achieve long-term growth,” she said.
Recognizing Progress and Addressing Gaps — Practical Insights for Further Improvement
As an entrepreneur with extensive experience in manufacturing, Ms. Wang has observed significant improvements in Huiyang’s local industrial support services in recent years. These services have continued to expand and upgrade, providing greater convenience and stronger support for local enterprises.
In logistics, the establishment of major projects by companies such as YTO Express and Fosun has made local transportation and cross-border shipping more convenient. This has changed the previous situation in which companies often had to travel to Shenzhen or Dongguan to arrange logistics services. Both transportation efficiency and costs have improved considerably.
In digital services, technologies such as the Industrial Internet, artificial intelligence, and production-monitoring systems are being increasingly adopted by local factories. These technologies are helping enterprises reduce costs, improve efficiency, and accelerate their digital transformation.
In testing and certification services, several testing institutions at or above the provincial level have established operations in Huiyang. Environmental protection and quality testing for the printed circuit board industry can now be completed locally, substantially reducing the time and administrative burden on enterprises.
In addition, service-industry clusters under development in areas neighboring Shenzhen and around the airport are bringing different types of service providers together. This concentration has improved coordination and significantly increased service efficiency.
However, Ms. Wang also recognizes that, despite the visible progress made in Huiyang’s industrial support services, further improvement is needed to keep pace with the rapid development of the local manufacturing sector. The supply of services does not yet fully or precisely match the needs of local enterprises.
Based on her company’s operational experience and her research as a CPPCC member, she identified several areas requiring attention. These include the need for some service providers to modernize their service concepts, an insufficient supply of high-quality local service providers, inadequate communication between supply and demand, and the need for stronger support in attracting and retaining highly skilled professionals.
Targeted Proposals and Practical Action — Fulfilling Responsibilities to Support Development
As a CPPCC member, Ms. Wang believes that remaining connected to the industrial frontline and helping solve practical problems are central to fulfilling her responsibilities.
In response to the gaps in Huiyang’s production-related support services, she proposed a series of targeted recommendations based on industry experience and research. These proposals address both long-term strategic development and the most urgent challenges currently facing enterprises.
From a long-term perspective, Ms. Wang believes that five priorities should be addressed.
First, Huiyang should optimize the geographical distribution of service resources. Areas neighboring Shenzhen could be developed into clusters for high-end professional services, airport-adjacent areas could focus on logistics services, and industrial parks could strengthen their provision of essential supporting services. This would allow enterprises to access the services they need close to their operations.
Second, greater efforts should be made to attract leading industrial service providers. Priority could be given to introducing recognized companies such as SUPCON Technology and HollySys, thereby accelerating the digital transformation of Huiyang’s manufacturing sector and strengthening the core competitiveness of local enterprises.
Third, Huiyang should establish a unified information platform that integrates enterprise needs with service-provider resources. This would make supply-and-demand information more transparent and help eliminate communication barriers.
Fourth, coordinated development among Shenzhen, Huizhou, and Dongguan should be further strengthened. Huiyang could make greater use of the high-quality resources and professional talent available across the three cities to address gaps in its industrial support capabilities.
Fifth, stronger talent and financial support should be provided. Targeted policies should be introduced to attract highly skilled professionals, retain local talent, and help local service providers improve the quality and scope of their services.
Ms. Wang also identified three urgent priorities requiring immediate attention.
The first is to upgrade logistics and supply chain systems to further improve transportation efficiency and reduce logistics costs.
The second is to accelerate the adoption of digital services, enabling more factories to complete digital upgrades and keep pace with industrial transformation.
The third is to strengthen inspection, testing, and technology services so that enterprises can complete research, development, and testing locally rather than relying on service providers outside the district. This would help resolve the current mismatch between service supply and enterprise demand.
Ms. Wang expressed confidence that the implementation of these measures would enable Huiyang’s industrial support services to gradually keep pace with the development of its manufacturing sector.
Advanced manufacturing and modern producer services could then empower one another and develop in a coordinated manner. This would provide strong support for Huiyang as it embraces opportunities arising from new quality productive forces and works with Shenzhen and Dongguan to develop an artificial intelligence and robotics industrial belt along the eastern shore of the Pearl River Estuary.
